. . . son of Mr. Stephen Leach, engineer to the Navigation Committee of the Corporation of London, was born at Turnham Green, Chiswick, on the 29th of October, 1818. He was educated at Kingswood, near Bristol, and at Ockbrook, near Derby.
At the age of sixteen he left school and entered the office of his father. When his father’s death occurred in 1841, he was appointed to succeed to the vacancy.
In 1849 he became engineer to the Port of London, by appointment of the Corporation. In 1857, on the passing of the Act of Parliament by which the Conservancy of the River Thames was transferred from the Corporation of London to the present Board of Conservators, he remained in office as engineer to that body. . .
