Born the son of William Joseph Richards, Wine Merchant.

1911 Living at Victoria Villa, 29 Pennsylvania Road, Exeter: William Carter Richards (age 55 born Exeter), Managing Director of Brewery Company, St. Anne's Well Brewery Co. With his wife Harriett May Dixon.[1]
