Brief obituary here (in French).

Born in Paris 11 March 1824. Graduated from Arts et Métiers (Angers, class of 1841). Started out as a mechanic at Saulnier, then at the Kientzy workshops, and at John Penn's office in Lewisham. He then moved to Australia where he became a gold mining engineer at Bendigo, then he ran a machine building workshop for factories and shipping. On his return to France, he collaborated with Niaudet in the workshops of the Maison Breguet, where he became a consulting engineer. He filed numerous patents. Died in Paris in November 1898. [1]

A model of a marine oscillating engine by Raffard, 1849, is on display at the Musee des Arts et Metiers. Inv. No. 8173.
