Dr. Horne was educated at Boston and Leeds Grammar Schools and Cambridge University where he took first-class honours in the Mechanical Sciences Tripos in 1941. He worked from then until 1945 as an assistant engineer for the River Great Ouse Catchment Board.
In 1945 he returned to Cambridge, where he worked as a research officer of the British Welding Research Association, being engaged upon investigations into the application of the theory of plasticity to the design of engineering structures. He was awarded the degree of Doctor of Philosophy for a thesis on this subject in 1950.
In 1951 he was appointed assistant director of research at the Department of Engineering, University of Cambridge. He has published a number of papers on the elastic and plastic behaviour of structures, and on the statistical theory of load factors.
