Jean-Louis Périn was a cabinet maker and manufacturer of woodworking machines. His business, located at rue du Faubourg St Antoine in Paris, was established in 1846. Périn is recognised as the inventor of the band saw (scie à ruban).
In 1867 he joined forces René Panhard, son of a coachbuilder to form the firm Périn-Panhard.
In 1870, the company began to manufacture mechanical products. Two years later, a new engineer, Emile Levassor, joined, and steam engines and the new Otto gas engines were added to the business. In 1886, after Périn's death, the company became Panhard et Levassor.
