HERBERT SPENCER SMALLMAN was born in 1863 at West Bromwich and was apprenticed to his uncle, Mr. John Spencer, serving in the shops and works of the Globe Tube Works, Wednesbury, from 1878 to 1884. He then spent two years in the drawing office of the Darlaston Bridge and Roofing Company, and later he joined the staff of the Old Park Works of the Patent Shaft and Axletree Company, Ltd., at Wednesbury, where he was concerned with the designing of bridges, girders, and roofs.
He then became manager of Messrs. John Spencer, Ltd., and was responsible for the planning and erection of a complete plant for the manufacture of lap-welded tubes up to 20 inches in diameter. He also planned and laid down a plant for the manufacture of weldless tubes up to 4 inches in diameter. In 1895 he became a partner and joint managing director of the firm, positions he held until his retirement in 1933.
He was elected a Member of the Institution in 1897, and he died at Llandudno on 17th November 1939.
