FRANK BAILEY PASSMORE was born at Ilfracombe on 26th September 1844.
He was articled to the late Mr. James E. McConnell, Chief Engineer, Southern Division of the London and North Western Railway Co.
After completing his articles, he joined the staff of Brassey, Wythes and Henfrey on the Delhi and Umritsur Railway, and was put in charge of bridge works south of Umballa.
Later, he was in charge of the Mont Cenis Railway during the construction of the tunnel, and superintended the completion of the railway from Spanish Town to Old Harbour, Jamaica, and was for some years its general manager.
For some time he was Superintendent Engineer for all Government Railways in New Zealand, and afterwards made a survey of the San Juan River for the Government of Nicaragua.
In 1896 he went to Colombia on behalf of the Council of Foreign Bondholders for the re-arrangement of its external debts. On his return he practised as a civil and consulting engineer in London, and was engaged in connexion with many railway and other works.
His death took place at Herne Bay on 31st August 1915, in his seventy-first year.
He was elected a Member of this Institution in 1886; he was also a Member of the Institution of Civil Engineers.

FRANK BAILEY PASSMORE, born in 1844 at Ilfracombe, died at Herne Bay on the 31st August, 1915.
After serving a pupilage to the late Mr. James McConnell, M. Inst. C.E., on the London and North-Western Railway, he joined the staff of Brassey, Wythes and Henfrey on the Delhi and Amritsar Railway contract.
Subsequently he was engaged on the construction of the Mont Cenis railway and tunnel, construction and management of railways in Jamaica, and as Superintending Engineer for New Zealand Government Railways. He also visited Nicaragua, to make a survey of the San Juan river, and Colombia, on behalf of the foreign bondholders.
Latterly he practised as a Consulting Engineer in the City.
Mr. Passmore was elected an Associate on the 4th May, 1869, and was transferred to the class of Members on the 4th February, 1879.
