Elwell, land agent and surveyor to Port of London Authority. Ed. Haileybury College. Apprenticed at G.E. Railway Works, Stratford. Technical education at London University. Eight years at G.E. Railway Works, Stratford, as Technical Assistant to Works Manager; one year at Norwich Works, Chief Mechanical Engineer's Department, G.E. Railway, in charge.
