WILLIAM ELLIOT was born on the 24th of November, 1856, at Sao Paulo, Brazil, his father, the late Mr. William Elliot, being then Engineer-in-Chief to the Government for the province of that name.

After being educated at Jedburgh in Scotland, at Brussels, and at Felstead in Essex, he went through the engineering course at the Polytechnic of Carlsruhe, on leaving which he spent three years in an engineer's office in Westminster, where he gained experience both of office and outdoor work.

He was then apprenticed at the end of 1879 to his father, whom he assisted in the construction of the Great Western of Brazil Railway. He was also engaged on the construction of the Alagoas Railway and for a short time on that of the Recife and Sao Francisco Railway.
