c1900 Born at Handsworth the son of Percy Harry Budgen, an Electroplater.

With his wife Louisa Catherine Budgen (age 41 born Hadley) and their two sons Harry Percy Budgen (age 13 born Handsworth) and Norman Frederick Budgen (age 11 born Handsworth).[1]
