1897 Born at Handsworth the son of Percy Harry Budgen, an Electroplater.
1911 Living at 304 Birchfield Road, Handsworth, Staffs: Percy Harry Budgen (age 39 born Reigate), Electroplater (Silver and Metal Good) - Employer. With his wife Louisa Catherine Budgen (age 41 born Hadley) and their two sons Harry Percy Budgen (age 13 born Handsworth) and Norman Frederick Budgen (age 11 born Handsworth).[1]

Agent i/c construction of new aerodrome for Air Ministry at Bicester and Heyford, Oxon.; widening G.W. Rly. between Olton and Widney Manor; reconstruction of North Seaton Viaduct; Northumberland, for L.N.E. Rly.
In collaboration with the Consulting Engrs., supervised the design of the operating machinery and elect. equipment for numerous important movable and other bridges (swing, single and double leaf, rolling lift, etc.), including Auckland Harbour, Weymouth, Poole, Boothferry, Kincardine-on-Forth, Lower Zambesi, Chiswick, etc.; special "creeper cranes" for Howrah (Calcutta); masts and mooring equipment for airships. Member of B.S.I., of International Assocn. for Bridge and Structural Eng. and of Committees appointed by Scientific Institutions.
