"HAROLD THOMAS CREASY, C.B.E., who was born in Ceylon in 1873, spent the whole of his professional career in the Public Works Departments of that country and Hong Kong. He was educated at Bedford School and Crystal Palace School of Engineering.
In 1895 he began a pupilage under the late Mr. Arthur C. Pain, M.I.C.E., Westminster, for whom he acted as engineering assistant and later as resident engineer for a new reservoir for Farnham waterworks. On the completion of his articles three years later, he joined the Public Works Department of Ceylon as probationary district engineer, the appointment being confirmed in 1898. After acting as district engineer for twelve years he was appointed provincial engineer and in 1917 was made deputy director; he subsequently occupied for a period the post of director and was also a Member of the Legislative Council.
During the 1914-18 war he was attached to the Royal Engineers with the rank of captain. From 1923 until his retirement in 1932 he was director of Public Works at Hong Kong, where he served as a Member of the Executive and Legislative Councils and as a Justice of the Peace. Mr. Creasy, whose death occurred on 31st October 1950, was elected an Associate Member of the Institution in 1907. He was also a Member of the Institution of Civil Engineers and a past-president of the Engineering Association of Ceylon."
