ERNEST BRECON POWELL was educated at Christ College, Brecon, from 1881 to 1884 and served his apprenticeship in the locomotive works of the Brecon and Merthyr Railway from 1884 until 1887. In the same year he became an improver, and later, locomotive draughtsman, to the Great Eastern Railway Company at Stratford.

He resigned in 1898 and became resident assistant works manager at the Whitehead torpedo works at Portland Harbour and occupied that position until he retired in 1918. Mr. Powell, whose death, in his seventy-second year, occurred on 23rd September 1939, was elected an Associate Member of the Institution in 1899 and was transferred to Membership in 1915.
