EDMUND COOPER, son of the late Mr. Robert Cooper of Scarning, Norfolk, was born there on the 1st of May, 1818, and was privately educated at Norwich.
After serving a regular period of pupilage in the office of the late Mr. L'Anson, Surveyor to the Surrey and Kent Commissioners of Sewers, he entered in 1841 the service of that Commission as an Assistant Surveyor, and when in 1847 that body was consolidated with all other districts under the style of the Metropolitan Commission of Sewers, he was retained as a District Clerk of Works...
