Charles William Mallins was born in 1860 and was educated privately.
His apprenticeship was served with the firm of J. Jack and Co., of Liverpool, following which he spent three years in U.S.A., gaining experience in general engineering.
In 1883 he was appointed General Assistant in the Liverpool Corporation Tramway and Omnibus undertaking and in 1897 was promoted to the position of Traffic Manager. He was appointed General Manager in 1908 and held this position until his retirement from active engineering work.
He died on 11th March, 1938, at the age of 77. He was elected a Member in 1918.
