Born the son of Joseph Henry Warren

1891 Living at 5 Raleigh Road, Exeter: Joseph Henry Warren (age 52 born Dorking), Cabinet Manufacturer - Employer. With his wife Ellen J. Warren (age 44 born Exeter), one daughter and three sons; Henry Warren (age 19 born Exeter); Charles Warren (age 18 born Exeter); and William A. Warren (age 16 born Exeter).[1]

1898 Married at Wolverhampton to Frances Turner

1901 Living at 25 Raleigh Road, Exeter: Charles Warren (age 28 born Exeter), Salesman in Furniture Business. With his wife Frances and SIL Emily Turner.[2]

1930 Mayor. 'A native of Exeter, Mr. Warren resides Sunnyside, Heavitree-road, and is a son of the late Mr. J. H. Warren, who, with his brother, founded the firm of Messrs. Warren brothers, estate agents and house furnishers. The Mayor designate and his brother (Mr. A. J. Warren) are now the principles of this century-old business. Mr. C. Warren looks after the auctioneering and estate departments. He is fellow of the Auctioneers' and Estate Agents' Institute, and has been Chairman of the Western Counties District which comprises Devon, Somerset, and Cornwall. Mrs. Warren died under tragic circumstances about two years ago. The duties Mayoress will be discharged by his sister (Miss Warren), who can be relied upon to bring charm and dignity the office.'[3]
