Before becoming an MP, he was a journalist and editor who specialised in engineering subjects. He was a long-time editor of Engineering magazine. He also wrote numerous historical works about engineering and engineering firm histories.

He was first elected at a by-election in 1918 during the war, was re-elected in the general elections of 1918 and 1922, but lost the seat to Labour in 1923. He was knighted in 1922.

1922 Member of the editorial staff of "Engineering" since 1888; now Joint Editor and a Managing Director of Engineering, Ltd. M.P. Gravesend since June, 1918. Member of Council of the Institution of Naval Architects; Vice-President of the Junior Institution of Engineers, and Companion of the Institution of Marine Engineers. Publications: "The Evolution of the Parsons Steam Turbine," "The Man Power of the Nation," and other works, as well as contributions on engineering, shipbuilding and economic subjects; has contributed to the Naval Annual since 1908, principally on machinery of all types for war, including airships and aeroplanes; and in 1921 became Governing Director and Joint Editor, the title becoming " Brassey's Naval and Shipping Annual." Clubs: Carlton, Junior Carlton, Constitutional and Authors'.
