Mr. Houghton was educated at Widnes Municipal Secondary School and Liverpool University, and, after a period of general engineering training in the chief engineer's department of the United Alkali Company, he became assistant engineer in the electricity department of that Company in 1920.

In 1929 he was transferred to the Castner-Kellner Works, Runcorn, of Imperial Chemical Industries Ltd., as chief assistant to the chief engineer, and in 1931 he became manager of the energy division of that works.

In 1940 he became power department manager of the general chemicals division of I.C.I. Ltd., with responsibility for the generation, distribution of electrical energy and steam in the various works of the company and for the design and construction of new generating stations and boiler plants.

In May 1952 he was appointed a director of the general chemicals division of I.C.I. Ltd.
