Percy Priestly was born in 1875, and received his technical education at the Science and Art School, Sunderland.
He was apprenticed to marine engineering with William Allen and Co, and for five years subsequently was marine engineer in the Weston Line of Steamers.
In 1899 he was appointed Deputy Borough Electrical Engineer to Halifax Corporation and in 1907 General Manager and Engineer to the Mexboro and Swinton Tramways Co.
He then spent two years as General Manager of Oldham Corporation Tramways, and in 1918 was appointed Deputy General Manager and Chief Engineer of the Liverpool Tramways.
In 1920 he was made General Manager and occupied this position until his death, which took place on 13th March, 1933, at the age of 58.
He was elected a Member of the Institution of Automobile Engineers in 1919.
