Percival Victor Conrad Halliwell was born in 1899, and in 1915 commenced an Automobile Engineering Course at Bristol University, obtaining the Degree of B.Sc. (Eng.) in 1920.
From 1917-19 he served in the Royal Flying Corps, first as Mechanic and later as a Technical Officer.
In 1920 he joined the firm of W. H. Dorman and Co, as Demonstrator, and in 1921 worked as a consulting engineer in the Bristol district, at the same time assisting Prof. Morgan in research work at the University.
In 1923 he obtained a position as Experimental Assistant with the Triumph Cycle Co and in 1925 Joined the Experimental Staff of Rolls-Royce.
He met his death on June 13th, 1930, in the disaster to the "Miss England II" on Lake Windermere when assisting the late Sir Henry Segrave to establish the motor boat record.
He was elected a Graduate of the Institution of Automobile Engineers in 1924
