M. ARMAND was educated at the Polytechnic School, and the Superior School of Mines. He was later appointed as mechanical engineer of the motive power department of the former P.L.M. Railway, afterwards becoming the chief mechanical engineer of motive power department of the south eastern division of the French National Railways. He was then appointed to the post of traffic manager of the western division - later becoming the head of the central department of motive power and rolling stock.

M. Armand is now assistant general manager of the French National Railways.
