HERBERT JOHN MILLS was born in 1878 and educated at Plymouth and Penge, and at the Croydon Polytechnic.

He assisted in carrying out the electric lighting of Earl's Court Exhibition in 1897, and subsequently was with various firms, and in practice on his own account as lighting engineer.

In 1908 he was appointed to the position of chief engineer for the lighting of the Franco-British Exhibition, which he carried out successfully, and in the following year was elected an Associate Member of the Institution.

He died on March 1, 1910.
